Who pays fitrana
Every Muslim who owns food in excess of their needs on the day of Eid pays it, and the head of the household normally pays on behalf of dependents. There is no nisab and no lunar year requirement, so almost everyone is included.
Why the deadline matters
The purpose is to make sure poor families can eat and celebrate on Eid morning. Given late, it becomes an ordinary charity rather than fitrana. Paying a few days early is encouraged so distribution can be completed in time.

Fitrana is pooled and turned into staple food or its cash equivalent for poor families, delivered in the final days of Ramadan so it lands before Eid prayer wherever we work.
